I have been pretty happy with mediafire (clean easy downloads/fairly efficient uploads), though the free service has a 100 mb limit.  For pay service, I know that rapidshare is the tops, though.

For free services, I can't imagine there's anything better than drop.io and if you install the Firefox plugin it's the bomb.
